The Key to the City is the master key to the city of Stratholme. It is required to open the Eastwall Gate that serves as the entrance to the Scourge-controlled eastern districts of Stratholme. Additionally it is also required for the gate inside the instance which triggers the 45 minute timer. Rogues can pick the lock open.
