Kraz is one of the NPC's that you save while doing the Timed Event in Zul'Aman. You save him by killing the Dragonhawk aspect boss, Jan'alai, before the timer runs out.
Once freed, he arms a bomb on the nearby chest, blasting it open and causing players standing nearby to get a small knockback. The loot given depends on the order you kill the bosses in, more info can be found at the Zul'Aman timed event page.
