Kraz is one of the NPCs that you save while doing the Timed Event in Zul'Aman. You save him by killing the Dragonhawk aspect boss Jan'alai before the timer runs out.
Once freed, he arms a bomb on the nearby chest, blasting it open and causing players standing nearby to get a small knockback. The loot given depends on the order you kill the bosses in, more info can be found at the Zul'Aman timed event page.

Wrath of the Lich King
In the expansion World of Warcraft: Wrath of the Lich King, Kraz moves from Zul'aman to Northrend as a quest giver in a small camp on the Northeastern area of Grizzly Hills. Fellow Zul'aman timed event prisoner Harkor can also be found at this camp.
