Kul the Reckless can be found inside the Black Cage nearest the freshly-resurrected Black Knight on the ledge of Deathspeaker's Watch in Icecrown. Kul, upon learning of the Cult of the Damned setting up camp hastily took a group of unprepared aspirants up to the watch and was summarily captured.

Players are tasked to free him and several unlucky Captive Aspirants on the daily quest You've Really Done It This Time, Kul (Alliance) / (Horde) before they become Sacrificed Aspirants.
