Leather armor is generally worn by Druids, Rogues throughout their full WoW "career", and by Hunters and Shamans below 40th level. Leather armor has more defense than cloth armor, but less than mail or plate armor. At 40th level both Hunters and Shamans get access to mail armor. Warriors and Paladins can wear leather, but usually choose not to, due to its lower defense value than mail and plate.
You can buy (but not make) Tanned Leather Armor.
