Neutral

There are leatherworking quests that must be completed in order to specialise in leatherworking (Dragonscale, Elemental, or Tribal leatherworking).

Alliance

At level 8 there is Quest:Moonglow Vest rewarding [Pattern: Moonglow Vest]. This quest is given by Lotherias in Darnassus.

At level 30, you can begin quests in Feathermoon Stronghold that reward [Pattern: Wild Leather Leggings], [Pattern: Wild Leather Vest], [Pattern: Wild Leather Shoulders], [Pattern: Wild Leather Boots], [Pattern: Wild Leather Helmet], and [Pattern: Wild Leather Cloak]. These patterns are for Leatherworking 220-250, and the quests can be completed around levels 40-45.

Horde

There is a Wild Leather quest line, available from Jangdor Swiftstrider found in Camp Mojache, in Feralas. These quests require many low level Leatherworking items, such as Nightscape and Turtle Scale.

There is also a very low level quest for Pattern: Kodo Hide Bag, a recipe for a six slot bag, available from Veren Tallstrider in Thunder Bluff. This quest only requires 4 Light Leather and 2 Kodo Hide.
