Lieutenant Karter is a level 55 PvP mount vendor located in the Champions' Hall in the human city of Stormwind.
Given her proximity to Captain O'Neal, along with her physical appearance, she may be a reference to Samantha Carter, one of the main characters of both Stargate SG-1 and Stargate Atlantis, in which she worked with Jack O'Neill to defend the Earth (in "Stargate SG-1'").
