He is considered rare, as it can take as many as 100 tries to receive the plans, and at 2 gold per try this making him can be extremely expensive, despite the relatively cheap materials.
Notes
Lil' Smoky is about waist high on a gnome, and produces a small cloud of black smoke around himself as well as producing a loud motor sound which can be heard by all around him. This has lead to Lil' Smoky being viewed as annoying by many.
