Logannas is a level 52 alchemy vendor located in Feathermoon Stronghold in the contested territory of Feralas.
He sells recipes for 
[Recipe: Ghost Dye] and 
[Recipe: Nature Protection Potion] (which respawns every 15 minutes) in limited quantities.

Notes
In the tree house to the east (32.6, 44.0), left as you exit the ferry. For alchemists, he is next to the alchemy trainer, so you can use your minimap "find trainer" option.
