Lord Hewell is one of the lords of Gilneas loyal to Genn Greymane even after Vincent Godfrey's betrayal. As such, it seems he is imprisoned along with the king within Tempest's Reach^{[78.2, 72]}

in Gilneas.

When players finish the quests for the area, he is able to offer a horse that will carry worgen to their next location: the Livery Outpost.
