Lothar is an officer in Theramore's army, most likely a colonel as he is mentioned by Duree as the one who should be sent to Northwatch to investigate recent events rather than Colonel Lorena. It is not likely that he is related to Anduin Lothar, seeing as this would most likely have been mentioned. Therefore, one would assume that Lothar is a decently common surname in the world of Azeroth.
