[Lucky Red Envelope] as part of the Lunar Festival.
Use
A Lucky Rocket Cluster is thrown into a 
[Cluster Launcher].
Everyone within a certain range of the launcher when a lucky rocket
cluster is launched will gain a +250 HP buff that lasts for 30 minutes.
During the Lunar Festival, several cluster launchers are located
in each major city, near the fireworks vendors. Outside of that, the
launchers can be created by Engineers and placed in any outside
location. You do not have to be an engineer to use (place) the launcher.
Once placed, anyone can throw cluster rocket fireworks into it.
