Sends a chat message to a chat channel

Arguments
- channel
- The channel to query, either a channel name or a channel # (1-10)
Notes
- The channel list is returned to you in blocks of 26 people per message.
- The channel owner is listed with a * by his or her name.
- Channels with a lot of members may take awhile to display (such as Trade - City).
