Makael Bay is one of the Horde prisoners that escaped the Skyfire when it crashed into the Wandering Isle. He is an engineer and appears to be the first goblin that pandaren meet on the Isle.

He is a quest giver at the Horde camp just north of the crash site and instrumental in readying the explosives used in removing the wrecked vessel.
