This is a level 60 elite mob found in the Tainted Scar of the Blasted Lands

Attacks and abilities

[Mana Burn]^ω ϖ—Hits nearby enemies with anti-mana bolts. For each point of mana consumed from a target, that target takes 0.5 damage.
[Tendon Rip]^ω ϖ—Reduces an enemy's movement speed by 25% for 8 sec.
[Vicious Rend]^ω ϖ—Inflicts Physical damage to an enemy every 3 sec. for 15 sec.
