He is located in the water north of the Valgarde dock, near a flying machine.

During the quest The Explorers' League Outpost, you can ask him to take you to the Explorers' League Outpost. Doing so will put you on a taxi to the outpost. Be advised, the flight path from Valgarde to the Outpost is much longer than just swimming across to water and riding up to the Outpost directly.
