Mi'irku Farstep is a level 63 portal trainer located at the top room of the Seer's Library in the neutral Shattrath City, which you can reach by going up the ramp on the west side of the building.
She is aligned with the Scryers. However, the portal she teaches transports your party to the Terrace of Light in Shattrath, which is neutral territory, so your Aldor friends will be safe.
