Miblon Snarltooth guards a nursery of evoroot which is used by Gregan Brewspewer to make [Videre Elixir].
You can find Miblon north east of the main ruins [44, 10]. Simply drop the bait bought from Gregan on the floor and he will run to eat it. This will open up the nursery and you can collect the evoroot for your quest.
Trivia
His first name is an anagram of Moblin. He seems to be based on a Moblin found in the original Legend of Zelda Game, who will only let you pass if you give him bait. This is not surprising due to the many Zelda references in the quest chain he is part of.
