Miblon Snarltooth guards a nursery of evoroot which is used by Gregan Brewspewer to make Videre Elixir.
You can find Miblon north east of the main ruins at 44,10. Simply drop the bait bought from Gregan on the floor and he will run to eat it. This will open up the nursery and you can collect the evoroot for your quest.
