Muad is a level 10 rare mob murloc found patrolling in and along the shoreline at the Whispering Shore in Tirisfal Glades. It is on a 1-2.5 hour respawn timer.
Together with Deeb Muad is a reference to Muad'dib from Frank Herbert's book Dune.
