Narasi Snowdawn can be found inside the Silver Covenant Pavilion of the Argent Tournament Grounds in Icecrown. She, along with Savinia Loresong, offers players who have the achievement  A Silver Confidant a selection of daily quests:

It is possible that she is related to Hira Snowdawn.
