This item is a reward from the Horde quest 
[50] Snapjaws, Mon! which starts with 
Katoom the Angler in Revantusk Village in The Hinterlands.
Notes
Unfortunately for Alliance characters, Nat Pagle's Extreme Angler is unobtainable since it is the reward for a Horde only quest, and is Bind on Pickup.
Patches changes
Patch 3.1.0 (2009-04-14): The fishing skill bonus is reduced from 25 to 20.
