The Netherwing Ray is a level 69-70 nether ray found in Shadowmoon Valley. It can be tamed by hunters, but—like most nether rays—has caster stats. There is currently no otherwise-identical non-caster pet available.
It uses Drain Mana but has no mana regen of its own. If it manages to steal enough mana it will cast Nether Shock.
