This pledge is give to you when you accept the quest "The Pledge of Secrecy" from Nixx Sprocketspring.
You use this item, turning it into [Nixx's Signed Pledge], then complete the quest by turning it back in to Nixx, thus completing the second part of quest chain leading to Goblin Engineering specialization.
