Number Two is spawned for the quest 
[60G] Decoy!, part of the [Blue Scepter Shard] fork of [The Scepter of the Shifting Sands] quest chain to open the Gates of Ahn'Qiraj.
This is a standard tank-and-spank fight and can be safely completed with 3-4 people. At level 70, you can probably solo him.
