This item is a reward from the Horde and Alliance quest Calm Before the Storm which starts with Gracina Spiritmight in Darnassus for the Alliance and with Zilzibin Drumlore in Orgrimmar for the Horde. To complete the quest, you must bring the following item to Idriana in Darnassus for the alliance and to Karus in Orgrimmar for the Horde:
