You must be Honored with Honor Hold. Sold by 
Logistics Officer Ulrike <Honor Hold Quartermaster> for 11 15 9 . These gloves have been nerfed. Previously they were able to allow interrupts with deadly throw. Now they are more geared towards a PvE rogue where interrupts are a necessity. They are very good for fights where a high amount of DPS is needed yet dependable interrupts are critical. A good example of this is in Ulduar, General Vezax. Wearing these gloves allow a rogue to DPS without needing to pool a lot of energy, yet always be able to kick.
