The Oratory of the Damned is a large chamber inside Icecrown Citadel, just off the main Spire chamber. Within, the lich Lady Deathwhisper preaches the word of her foul master to members of the Cult of the Damned.

Once Lady Deathwhisper has been defeated, the platform on which she stands as you enter the room will become an elevator up to the Rampart of Skulls and the upper reaches of the Citadel.
