This item is a reward from the Alliance Quest  [40] In the Name of the Light which is given by Raleigh the Devout in Hillsbrad Foothills. To complete the quest, you must slay High Inquisitor Whitemane, Scarlet Commander Mograine, Herod and Houndmaster Loksey in the Scarlet Monastery.

Notes

A good off-hand for casters; often paired with the Hypnotic Blade that can be found while adventuring in the Scarlet Monastery to complete the quest.
