Ormus the Penitent can be found in Light's Hammer of Icecrown Citadel. He sells the tier 10 armor for death knights.
In addition, he provides the reputation rings for the Ashen Verdict. He gives the quest 
[80R] Choose Your Path at friendly, as well as the followup quests at higher reputation values and the quest [80R] A Change of Heart, which allows one to exchange reward rings.
This vendor offers a repair service.
