Panicked Citizens can be found primarily in the Merchant Square^{[60.3, 32.1]}

of Gilneas City during the first phase of that zone. In fact, if players choose to initially ignore the beginning quests and explore the city, they will find these Citizens fleeing through the streets in most of the quarters. They disappear after the quest Something's Amiss.
