Pantak

Pantak, was a slightly insane wizard in the employ of the Scarlet Crusade. He was the first person to develop the Manacle of Command. He split two manacles apart and poured arcane magic into them. They darkened considerably, turning nearly black. The mannacles allowed him to command those who wore the manacles.^{MM&M 143}
