The Penguin King was a giant penguin who Arthas and Anub'arak visited on a secret tree-covered path near the entrace of Azjol-Nerub. He declared neutrality in the conflict, and offered treasure to appease Arthas. The Penguin King seems to be the leader of the wild penguins.
