A pet treat is one of the terms used for food items that have an effect on the player's pet and not the player. For balance purposes Blizzard nerfed all these items into uselessness or left ordinary effects (like normal food for pets) or cosmetic effects. They had a "Use:" effect, so you needed to right-click the item rather than feed it to your pet.
