Pick Lock allows a Rogue to open locked chests or doors, and raise lockpicking skill. Trained from any Rogue Trainer at level 16.
Tips
Rogues should make sure to keep current with their lockpicking skill, as they provide extra utility to a party in an instance by opening stationary chests and doors. The easiest way to keep your lockpicking skill in parity with your level is to grind humanoids and pickpocket them for junkboxes.
For Alliance, Alther's Mill can be found East of Lakeshire. The Mill contains 5 regenerating lockboxes that you can use to quickly increase your lock pick skill. There is also a rogue quest that will let you open the other chest in the Mill with the appropriate skill level.
Horde rogues will begin the practice of lockpicking aboard the anchored ship south of Ratchet. They'll need to practice on the locked chests aboard this ship until they can safely travel in Stonetalon Mountains.
Other Sources
There are a number of places where lockers have been put out to help you improve your lock picking skill. For alliance the first are the waters around Lakeshire in Redridge, next there are foot lockers around the murloc camps in Wetlands. Further worthy are the lockers in Angor Fortress in Badlands, followed by the Pool of Tears in the Swamp of Sorrows. Here are many mossy footlockers around the Temple of Atal'Hakkar. Since those are underwater, it is useful to have some kind of breath prolonging or being undead. In the Pool of Tears you can hit lockpicking 225, which enables you to open all lockboxes except for [Khorium Lockbox] from Outland.
