This item is a world drop of levels 55-60. It is dropped by creatures of those levels on Azeroth, as well as chests: Mostly Solid Chests, but also others (including Fel Iron Chests in Hellfire Peninsula).

Since Patch 3.1.0 it can be learned at blacksmithing trainers.
