Acquired during the Feast of Winter Veil. It is a quest reward from 
[60] Metzen the Reindeer and [60] The Hero of the Day, and is also contained in 
[Ticking Present].
Notes
Changes your flying mount into a special flying reindeer, complete with sparkling feet that leave an energy/snowflake trail. The screen shot was taken pre-patch 2.3 showing that it will work with flying mounts in Outland.
