Primal Mooncloth Tailoring is one of the Tailoring Specializations you are able to choose in Shattrath City.
Primal Mooncloth Specialization allows you to create two units of Primal Mooncloth instead of one using the same amount of materials and grants access to specific tailoring recipes.

Becoming a Mooncloth Tailor
To specialize in Primal Mooncloth Tailoring, a tailor must complete
[70] Becoming a Mooncloth Tailor, given by Nasmara Moonsong <Mooncloth Specialist> in Shattrath City. To obtain this quest you need to have 350 proficiency in Tailoring. You don't need to be level 70, but you must have a minimum level of 60.
To complete the quest, travel to any Moonwell and use the provided quest item, then travel back to Shattrath City to complete the quest. The nearest Moonwells are located in the Cenarion Thicket (east of Shattrath City) and in the Cenarion Refuge in Zangarmarsh. Alliance mages can teleport to Darnassus (the Moonwell is right at the teleport landing point) and back.
You don't need any mats to complete the quest, and it won't start the cooldown on Primal Mooncloth crafting. Immediately after completing the quest you may travel back to the moonwell to craft your first two pieces of Primal Mooncloth.
Changing Specialization
Since patch 2.1.0, you may now re-specialize. It will cost 150
to unlearn the current specialization.
Crafting Primal Mooncloth
Crafting Primal Mooncloth is not exclusive to Primal Mooncloth Tailors, but the specialization will always produce 2 pieces of Primal Mooncloth with the mats for a single one.
The materials are:
A tailor must be in any Moonwell area to craft Primal Mooncloth . The cooldown on the crafting is 96 hours (4 days), but it's not shared with the cooldowns on the other types of specialized cloth, namely Spellcloth and Shadowcloth.

These patterns require the specialization to be obtained, and the items are Bind on Pickup, meaning only Primal Mooncloth Tailors could ever have the crafted items.
The Primal Mooncloth Set is arguably the best Holy Priest equipment attainable before the 25-man raid instances. It nicely complements the Whitemend Set ([Whitemend Hood]+[Whitemend Pants]), because it uses different equipment slots.
