Prophetic Cane is an off-hand quest reward from  [??] Into The Scarlet Monastery which starts with Varimathras in The Undercity. To complete the quest, you must kill the following npcs in the Scarlet Monastery and then report back to Varimathras:

• Herod
• Houndmaster Loksey
