Pumpkin Bags drop off creatures with their levels in the low 50s to mid 60s, and mid 70s.

It is confirmed that this can drop along with a Traveler's Backpack, however, mobs that drop Traveler's Backpacks are a good way to identify mobs that might drop a Pumpkin Bag.
