Overview
Pursuit of Justice is a talent in the Retribution tree, and one will need to spend 12 points in Retribution to max it.
This is a very popular talent for PvP Paladins due to their lack of notable ranged attacks and because they only have either one, or a maximum of two, attacks that can slow down their opponent (Hammer of Justice for all specs including Holy; and either Repentance for Retribution, or Avenger's Shield for Protection).
Pursuit of Justice is also a popular paladin tank talent, for those that go this far into the Retribution tree. The disarm duration reduction helps out since a lot of raid and heroic mobs have disarm, and the 15% speed is helpful in moving around for positioning which a tank has to do often in some boss fights.

Notes
In Patch 2.3, an additional rank was added, the speed increase was changed (4/8% to 5/10/15%), and reduce chance of being hit by spell was added.
In Patch 3.0.2, a rank was removed, the speed increase was changed to 8/15%, movement reduction was added, and spell hit was rolled into Divine Purpose.
