Jepetto Joybuzz and the Clockwork Assistant both sell the  [Small Paper Zeppelin] for 1 . Purchase one, summon Roo, target him and use the item. Roo will throw the paper zeppelin back and the quest will be completed.

Note that you need the  [Small Paper Zeppelin], not the  [Paper Zeppelin] you make from the  [Paper Zeppelin Kit] which is also sold by Jepetto Joybuzz.
