The Scourge aren't content with one continent it seems. This Ambassador Malcin--the one who wrote the note--is one of the Scourge's plagued servants, a human diplomat to the kingdom of Lordaeron before things... changed.

Details
The Small Scroll drops off Charlga Razorflank, the last boss in Razorfen Kraul. Once you get the scroll take it to Varimathras in the Undercity.
