At Mirage Raceway in the Shimmering Flats, Thousand Needles, talk to Kravel Koalbeard the dwarf. You must have completed [36] Parts for Kravel to get this quest.

The gnome Fizzle Brassbolts is right next to Kravel Koalbeard, just talk to him to complete the quest.

- And I wouldn't bother mentioning it to him. It was small and worthless.
