Bring Falthir the Sightless a Primal Hakkari Armsplint. You must also have a reputation equal to or greater than Friendly with the Zandalar Tribe.
Falthir the Sightless is located on Yojamba Isle, Stranglethorn Vale.

Description
The madcaps of Zandalar are similar to rogues, but above all else they embrace madness... chaos... the unpredictability of existence.
