Complete the quest Futility in order to see Matthias Lehner at Sindragosa's Fall and accept this quest.

Completing the quest shows how the Lich King reanimated Sindragosa from the glacier.

The Lich King says: Rise, Sindragosa! Rise and lead the Frostbrood into war!
