From the research I have looked up you must complete 4 group quests before the Ogre Heaven quest opens up.

Grulloc Has Two Skulls

Maggoc's Treasure Chest

Even Gronn Have Standards

Once these three are completed, he offers a forth 5-man quest: Grim(oire) Business

Can't see a reference to this anywhere, but this quest seems to based on the popular 1980s electronic game, Simon.
