By passing through several camps pocketed with Level 9-11 mobs, you will see Hogger. The zone he is in at Elwynn Forest is Forest's Edge.

If you are not skilled enough (certain classes) you may require at least one more member to help you defeat Hogger. If you are tough, you can solo Hogger alone once you at least reach Level 13-14 with warrior/tank classes or at least a Level 15 for caster/healer classes for soloing Hogger.

Have good armor and everything repaired at the time so you can absorb his heavy damage and have shields to block some of his attacks.
