Until 4.0.3a (The Shattering), this item had a .1% chance to drop from Razzashi Raptors in Zul'Gurub.
On November 10th, Lylirra said on the new forums of the hatchling:
"In fact, I can confirm that the Razzashi Hatchling, being a clever and resilient little reptile, has already found a new home, and will be migrating there shortly after the shattering. ;)"
It appears to have approximately a 0.02% drop rate off mobs in Northern Stranglethorn and Cape of Stranglehorn, based on early data collected by Wowhead.
