This item is a reputation reward; you must be Exalted with Cenarion Expedition to purchase it for 4 from Fedryen Swiftspear <Cenarion Expedition Quartermaster> in Zangarmarsh.

Additionally, Balnazzar in Stratholme has a 2% chance to drop this recipe. The dropped version does not require Cenarion Expedition reputation to use, and as it is not soulbound it can be sold to other players.
